Ice barrier at the eaves

SPS 321.28(4) requires an ASTM D1970 membrane on roofs of 4:12 or less, at least 30 inches up the slope and 12 inches past the inner face of the wall. Above 4:12 the code does not require it. We fit it anyway, because Wisconsin eaves ice up whatever the pitch.

Underlayment

Synthetic over the field of the roof in place of felt: it does not tear in wind while the job is open and it does not wrinkle when wet. SPS 321.28(2) sets the floor at No. 15 felt or an equivalent tested to ASTM D226 or D4869.

New flashing and boots

Step flashing at the walls, new pipe boots, new valley metal — SPS 321.28(7) sets open valleys at No. 28 gauge and 16 inches wide, and requires a cricket on any chimney over 30 inches across on its upper side. Reused flashing is the most common cause of a leak on a brand new roof.

Balanced ventilation

Ridge vent and clear soffit intake. SPS 322.39(2) sets the net free ventilating area against the ceiling area and requires that insulation not block the free flow of air — which is exactly what blown-in insulation does at the eaves. Without intake, a ridge vent only looks right from the street.

Tear-Off Versus Layover: Why We Do Not Lay Over

A layover — new shingles nailed over the old ones — is faster and cheaper, and we do not do it. You cannot inspect the decking through a layer of old shingles, the nails have to be longer to reach solid wood so they hold worse, and the new shingles live on top of a layer of heat that shortens them.

It also caps what you can do later. A second layer means the next roofer is tearing off two, and charging you for both. On a roof that already has two layers, or one that is soft underfoot, the question is closed: the state code prohibits a third covering.

It is also the difference between a shingle that is warranted in an 80 mph gust and one that is not.
